    The first session of the meeting training centers in the Eastern Province, which was organized by the East Chamber this morning of Tuesday, March 31, 2015 present three worksheets specialized revolves around one axis, which saw (the impact of training in the development of the national economy)
    During the meeting, which was attended by a large number of specialists and stakeholders emphasis on a number of factors that included training efficiency and compatibility with the outputs of the labor market, and stand on the effects of training on the efficiency of the national economy.
    The meeting addressed, which was moderated by CEO Al Hossan Training and Education group  Abdullah Saeed Al-Ghamdi number of topics of interest to those concerned and specialists in training affairs, as has been standing on a set of training sector problems, which limit the direct impact on the social and economic life.
    The first paper

    In a working paper entitled "The need for localization as a supporter of the national economy," said Senior Vice President for Eastern and Southern region (Gulf Education and Training) Saeed bin Jibran Shahrani, the responsibility of localization is the responsibility of everyone, requires concerted bodies of all the relationship efforts, for institutionsgovernment << appropriate policies in education, training and employment situation, and the completion of studies and update data on the labor market, and communication and coordination with the private sector, and education and guidance >> .. the private sector has particular responsibility in training (pre-employment and labor) , provide accurate datafor resettlement .. while on the job seeker diligence, discipline, commitment, perseverance, and the continued development of thierself.
    Shahrani made a number of proposals for the localization of jobs, including employment ended with sustainable employment, working to reduce the causes that lead to employment after leaving work, and calls for it to provide the right environment, programs to absorb the new employee, and the definition of rights and duties.
    He called for the adoption of a number of proposals for training such as the adoption of various mechanisms in training such as training on the job, as is the case in some large companies such as Saudi Aramco, as well as the implementation of development plans for the campaign, university degrees, and the adoption of mentoring programs in the school (with the involvement of parents), university and training centers, working visit and choosing the appropriate point of the work desired by the student in the sites, as well as the adoption of mentoring programs to work for the transfer of knowledge, skills and culture of positive behavior , and ensure the quality level of educational attainment (secondary and tertiary) and the quality of training in the governmental and private training centers (focus ontype rather than quantity).
    In this context, stressed on the positive points in the overall current policies to be optimized and for the negative points to be avoided , linking the support programs for job seekers with training and the first stages of the recruitment to be allocated for the unemployed, to focus on the upper knowledge skills in a time of knowledge and identify academic disciplines required for the job market economy, and conciliationbetween the interest of the company and the employee with respect to financial matters, such as the assignment of a percentage of profits - 10% - to raise the salary of the Saudi employee and the distribution of reward annual Saudization on new employees who complete years on the job, and the promotion of small and medium enterprises (to raise the proportion of resettlement and supplement the national economy).
    And the impact of localization on the national economy, Shahrani said that the most prominent effects are increasing the share of the human element (women in particular) in the national labor force, and the achievement of young targets in a family and build their future, thus contributing to building the nation effectively, raise living standards, and increasetheir purchasing power and produces all the support of the national economy,
    He pointed out that the localization of jobs may lead to the strengthening of family ties and bonds of interdependence among members of society, and reduce the economic disparity between the majority of members of the community gap and directing the energies of production, and the reduction of accidents and reduce the resulting injuries.
    He explained that training on safety, for example, happens to learn discipline, and comply with the instructions and laws, positive behavior and perhaps post some in community service activities, reduce health care costs and other injuries resulting from accidents, and the preservation of private and public money and reduce infringements, and the reduction of wrong behaviors resulted from free times.

    The second worksheet, which carried the title (effective training on corporate performance in the private sector) the impact said the chairman of Taif for Arab education and technical training Abdul Ghani Romaih, it is by looking at the training process components we can conclude that the weakness  impact of training on economic development due to less attention to the process of identifying training needs, the designing, processing and implementation of training programs , lack of interest in assessing the level of effectiveness of these programs, as well as the weakness of the rehabilitation of those in charge of training in the public and private sector organizations, and the existence of difficulties facing workers to benefit from training and customized in the development work.
    AlRomaih said that the identification of training needs fundamental axis of the success of the training process, but the most prominent problem faced by professionals in the field of training and development is to design programs without specifying the actual needs .. refering that case to several reasons, most notably the urgency in the implementation of programs, and interest in quantity rather than quality, and the difficulty of collecting and analyzing information by training officials.
    He pointed out that the process of identifying training needs in many institutions lack an effective mechanism to ensure the achievement of the objectives of the institutions and the objectives of the training process efficiently, despite the fact that this mechanism is the basic stage upon which the training process as a whole, because it ensures direct training for individuals, according to the actual work of the need for, and thereforesaving time, effort and money, and ensure senior management attention to training when directed to meet the actual needs of employees and thus increase their efficiency in achieving the goals of the institution.

    The third paper

    The third paper, which carried the title (the development of the national training sector mechanisms to comply with the needs of the labor market), Director General of the future sourcing company Dr. Emad Abdullah Jerivani said that the training market is suffering from some phenomena, most notably the (lack of coordination between market work and training, and the lack of a national plan and cleartraining, and the large number of centers are not eligible, the absence of a mechanism to measure the impact of training, and the lack of professional training model).
    He said that the main steps for the development of training mechanism begins to build models for training certified, based on knowledge and to identify key sectors of employment, and future requirements, and identify key success factors, pointing out that the most prominent of these sectors are (industry, health, information technology, retail, and serviceslogistics).
    The basics of building the aforementioned training model Jerivani said that they rely on specialized skills, for the common, and the public, the success factors are (re-examine laws that encourage unemployment, and the formation of large training entities, which includes stakeholders, business franchises, building the skills, and the establishment of centersindependent studies, and the provision of education and national sources are available, and the determination of dumping) index.
    He concluded by saying that the factors that have brought success in the past, is not necessarily that will bring success in the future.
